On September 15, 2017, Beijing Quansanwei Company and Huadian Energy Mu'er Power Plant held the signing ceremony of the scientific and technological project contract of “Research and Application of 210 MW Steam Turbine Full Back Pressure Bare Heating Technology”. Wang Zhenpeng, general manager of Beijing Quansanwei Company, Lan Xiaojun, a representative of Huadian Energy Mo Er Power Plant, and related leaders attended the signing ceremony. The two parties signed the long-term strategic cooperation project for the heating and retrofitting of steam generators and steam turbines.

Huadian Energy Mu Er Power Plant is an important power point for the eastern power grid of Heilongjiang Province. Among them, the three-dimensionally developed Soviet-made 210MW steam turbine full back pressure shaft heating technology technology project is a key project of Huadian Energy Group Huadian Energy Company, and it is the first domestic back-to-back pressure flow light shaft heating reconstruction project of the US-made unit. After more than a year of technical design preparation, Beijing Quansan Company prepared a transformation plan and implementation plan under the condition of ensuring the smallest amount of transformation, the lowest cost, and the highest overall efficiency of the original unit through the technical team's field survey. The ability to supply heat, reduce the coal consumption of the unit and alleviate the contradiction between thermoelectricity, and have the characteristics of convenient maintenance, reduced failure points, and convenient rotor replacement, etc., are of great significance to promote the sustainable development of the plant and improve economic benefits.

The further promotion and application of this technology is in line with the new regulations for reducing heat consumption of thermal power units of the National Energy Administration. It meets the market demand of shutting down the “big generation by small” and “back pressure heating”, and is also a key project for the development of Beijing Quansan Company in the future.
